Vice President, State Government Affairs

Jane Clements is the Vice Present of State Government Affairs for Commonwealth Strategic Partners, leading CSP’s Harrisburg operations. She provides CSP’s clients with government relations support and guidance on a wide range of legislative and regulatory issues in the state capitol.

Jane brings more than a decade of experience working with legislators on both sides of the aisle in Harrisburg and Washington, D.C., with a record of success across a variety of sectors including agriculture, food security, energy, and healthcare.

Prior to joining CSP, Jane served for eight years as the Chief Executive Officer of Feeding Pennsylvania, the state association of Feeding America Food Banks. In this role, Jane served as the statewide voice for hunger policy on behalf of Pennsylvania’s nine Feeding America Food Banks. Under her leadership, the association was awarded the contract for the Pennsylvania Agricultural Surplus System (PASS) through the Pennsylvania Department of Agriculture. In addition, Feeding Pennsylvania established several notable initiatives during Jane’s tenure including the Mid-Atlantic Produce Cooperative (MARC), the Healthy Pantry Initiative in partnership with the Pennsylvania Department of Health, and Fill a Glass with Hope®. Jane also served on the Commonwealth’s Mass Care Feeding Task Force through the PA Department of Human Resources. In 2017, Jane was appointed by the PA Secretary of Agriculture to serve on the Emergency Food Assistance Advisory Council and was elected chair of the council for four years. Additionally, she was appointed by Governor Tom Wolf to the Pennsylvania Food Policy Council Advisory Committee.

In 2020, Jane played a critical role as the liaison with state and federal officials on behalf of the charitable food network, securing food and resources and serving as a spokesperson for media inquiries. In that role, she was quoted in the Washington Post and the New York Times. Jane was also recognized by Pennsylvania Congressman Dan Meuser for her exceptional service during the pandemic.

In 2022, Jane was named to City & State’s Power 100 lists for both Agriculture and Non-Profit Leadership. Prior to joining Feeding Pennsylvania, Jane served as the Annual Giving and Fundraising Event Officer for The Guthrie Clinic, a nonprofit integrated health system located in north central Pennsylvania and Upstate New York, where she was responsible for major fundraising events and employee and physician giving campaigns. Prior to joining Guthrie, Jane spent four years with Chesapeake Energy as a manager in Corporate Development, overseeing community relations for Chesapeake’s northeastern Pennsylvania operating area.
Born and raised in Pennsylvania, Jane graduated from Saint Joseph’s University with a bachelor’s degree in English, and resides in Ambler, PA, with her two daughters, Louise and Olivia.
